Richard (Dick) Wills is the Head of Regulatory Afffairs at Warren Kalyan. Dick has over two decades of experience serving Texas Alcoholic Beverage Commission as the Regional Supervisor of Licensing and Compliance. Dick is also the CEO of Gerald Franklin Agency, the premiere liquor licensing agency in Texas, and beyond which has been providing the liquor industry with licensing services since 1944.

Currently, Dick is an Ex-Officio Director of the Houston Livestock Show and Rodeo, a former Ex-Officio Director of the Greater Houston Restaurant Association, and has served as Vice Chairman of the Board of Directors for Sea Scout Base Galveston.

A Marine veteren and Eagle Scout, Dick holds a Bachelor of Science in Business Administration from the University of Wisconsin and has studied at universities in Israel, England, and Mexico.
